| Resumen : | El objetivo principal de la presente investigación es el analizar los procesos de fiscalización de obras civiles ejecutadas por el gobierno autónomo descentralizado de la provincia de Chimborazo en el área de riego por aspersión en el periodo Enero del 2014 a Septiembre del 2015 en los cantones Guano y Penipe, mediante la revisión de documentación, seguimiento en campo y la aplicación de encuestas a fiscalizadores, contratistas y beneficiarios, para verificar el cumplimiento de la Ley Orgánica del Sistema Nacional de contratación Pública (LOSNCP) en el área de fiscalización y las Normas de control interno para las entidades, organismos del sector público y de las persona jurídicas de derecho privado que dispongan de recursos públicos. Para el desarrollo de la presente investigación se ha utilizado la metodología aplicada ya que el proyecto busca; conocer, actuar, construir y modificar una realidad problemática, además de esto, la metodología para el procesamiento de datos será cuantitativa, así mismo la metodología para demostrar la hipótesis será descriptiva ya que se determinará las propiedades y características más representativas del objeto de estudio, también se utilizó instrumentos para la recolección de datos como las encuestas aplicadas a: los usuarios en un tamaño de muestra de 339 beneficiarios, al universo total de contratistas compuesto por cinco de ellos y a la totalidad fiscalizadores relacionados con la investigación formado por tres miembros, y los check list usados para la recolección de datos de los contratos de obra. |
| Descripción : | The main objective of this investigation is to analyze the audit processes of civil construction work executed by the autonomous government of the province of Chimborazo in the sprinkler area during the January 2014 to September 2015 period in Guano and Penipe cantons, by reviewing documentation, monitoring and implementation of field surveys auditors, contractors and beneficiaries, to verify compliance with the Organic Law of the National System of Public procurement (LOSNCP) in the audit area. For the development of this research the applied methodology has been used since the project aims; to know, act, build and modify a problematic reality, besides this, the methodology for data processing will be quantitative, also the methodology to prove the hypothesis would be descriptive because the properties and most representative characteristics of the object of study is determined, instruments for data collection such as surveys of was also used: users in a sample size of 339 beneficiaries, the total universe of contractors consisting of five of them and watchdogs all related to the investigation of three members, and the check list used for data collection of works contracts. The results obtained indicate that at certain points fulfilled satisfactorily described in LOSNCP, while in other respects it ignores the law, the articles of the LOSNCP 10,70,71,101 and the regulations applied to the LOSNCP IN 144,145 ARTICLES show how to perform a proper audit. As it indicated in the table 124 of this, besides that all the above items are attached in section 10.5 of this work. For future research like this it is recommended to study and monitor technical specifications since in this procedure because all of the projects analyzed had records of provisional handover is obviated. |
