| Resumen : | Los procesos de Fiscalización en la construcción de Obras civiles, son de gran importancia para que la obra sea ejecutada en forma afín con el fiel cumplimiento del contrato, en ésta investigación se realiza la evaluación de los procesos de fiscalización ejecutados por el Gobierno Autónomo Descentralizado Municipal del Cantón Chambo, en el período Enero 2013 a Diciembre 2015”, utilizando la recolección de información de los contratos seleccionados, detallando y analizando sus potencialidades y debilidades; la finalidad de esta investigación es el contribuir con un manual básico de Fiscalización, que sea referencial y aplicable a la construcción de cualquier obra civil, siendo de gran ayuda para los profesionales de Ingeniería quienes laboren en sectores públicos; dicho manual está basado en la actual Ley Orgánica del Sistema Nacional de Contratación Pública y su reglamento; y las Normas de Control Interno para las entidades, organismos del sector público y personas jurídicas de derecho privado que dispongan de recursos públicos (Código – 408). La metodología utilizada es documental, implicando la recolección de información en forma detallada y organizada, el enfoque de investigación es cuantitativo, porque se necesita tabular los resultados de la información que se recopile de los contratos seleccionados, utilizando diferentes técnicas, tales como: Check list, encuestas a fiscalizadores, contratistas, beneficiarios, los cuales fueron tabulados y analizados en porcentaje; considerado si se han cumplido o no con los procesos de Fiscalización. Para el desarrollo de la investigación se trabajó con 8 proyectos de contratación de Obras, elegidos de acuerdo al tipo de obra, perfil del proyecto, condiciones generales, especificaciones técnicas y el Monto del contrato; seleccionados así diversas competencias en las que los GADS Municipales participan: Obras en Infraestructura, Movilidad urbana, Agua Potable y Alcantarillado. |
| Descripción : | The processes of Inspection in the construction of civil Works are of great importance so that the work is executed in kindred form with the faithful execution of the contract. In this investigation will make the evaluation of the control processes executed by the Autonomous Government Decentralizes Municipal of the canton Chambo, in the period January 2013 to December 2015, using the collection of information from the selected contracts, detailing and analyzing its potentialities and weaknesses. The purpose of this research will be to contribute with an Audit Manual, which is referential and applicable to the construction of any type of civil work, being of great help to the professionals of engineering who work in public and private sectors. This manual will be based on the current Organic Law of the National Public Procurement System and its regulations, and Internal Control Standards for Entities, public sector bodies and legal entities governed by private law that have public resources (Code-408). The methodology used will be documentary, involving the collection of information in a detailed and organized, the research approach will be quantitative, because it is necessary to tabulate the results of the information collected from the selected contracts, using different techniques, such as: check list, surveys to inspectors, contractors, beneficiaries, which will be tabulated and analyzed in percentage, considered whether or not they have complied with the audit processes. For the development of the research, we will work with & projects for contracting works, chosen according to the type of work, project profile, general conditions, technical specifications and the amount of the contract; selected as well as various competences in which the Municipal GADS participate: works in Infrastructure, urban mobility and dilutes drinkable and sewer system. |
